Why can’t I sell paper tickets on my sweepstakes?

Sweepstakes are different from raffles in many respects. One of these differences is that although you can sell printed raffle tickets to people in person, the same can’t be done for sweepstakes.

One of the legal requirements for sweepstakes is that they must offer a free method of entry at the point of sale. This is easily done online at the time of donation since the text "No purchase necessary to enter" is on the fundraiser page. Offering free entries when selling printed tickets in person isn’t very feasible and can’t be enforced to the point that it would be acceptable to regulators. As a result, Givebacks (formerly MemberHub) does not support the sale of printed tickets on sweepstakes.
